Incentives are important for any organization. some people said that the most important task of leaders is to inspire subordinates to work hard. Civil servants also need incentives just as members of other organizations. In the economic globalization, China is in transition period from the traditional planned economy to a modern market economy. With the deep adjustment of the economic relations and economic structure to adjust the structure with differentiation of the various interests structure, various management systems and mechanism has exposed many shortcomings, the traditional civil service incentive mechanisms, without exception, also faces enormous challenges. According to the new era development, improving and creating civil service management system is a historical necessity. the establishment and improvement of civil service incentives is urgent. Civil service incentive mechanism is an important part of the civil service system. The good civil service incentive mechanism has an irreplaceable role for making civil servants efficient and creative, also improving administrative efficiency. we must learn from foreign experience, in accordance with national conditions, gradually develop civil service incentive mechanism to improve competence and effectiveness of the government public service personnel and serve the broad masses better and provide strong institutional guaranty for building a harmonious society Therefore, studying of the civil service incentives mechanism has an important theoretical and practical significance.Elaborating on this theory of incentive and the civil service incentive mechanism, the thesis summarizes civil servant incentive mechanism problems and analyze the causes of these problems, at the same time, considering China's actual conditions, this thesis gives the principles and measures to improvement of civil servants incentive mechanism, maybe it can be helpful for improvement of our civil service incentives. Paper is divided into four parts. The first describes the background and significance of the civil service incentives mechanism research and research status at home and abroad, besides the concept of incentive mechanism and civil servant incentive mechanism; the second part introduces our national civil service incentives mechanism status and problems, and gives a systematic analysis about causes of these problems. The third section describes the Western countries' practice of the civil service incentive mechanism and revelation. The fourth part put forward the principles of our civil service incentive mechanism and measures to improve civil servant incentive mechanism.
