In pace with the continuously deep-going reform of China higher education system and the transition from"elite education"to"mass education", a number of newly built colleges and universities sprang up in our country through reconstruction and consolidation. These newly built colleges and universities are growing gradually into a vital force and well adapting themselves to the demands of the higher education popularization. As the number of newly built colleges and universities rapidly increases, the enhancement of their status arising more people's concerns about their teaching qualities. In order to strengthen the macro-economic regulation of educational work and improve the overall quality of education, the Ministry of Education conducted the quinquennial undergraduate teaching assessment and the construction project on the quality of education. There were 13 newly built colleges and universities in Jiangsu at the end of the 20th century and the beginning of the 21st century, 3 of them had the Department of Physical Education, which constituted a 30 percent of the total figures. By the end of 2008, all the newly built colleges and universities that having the Department of Physical Education had accepted the undergraduate teaching assessment and achieved excellence. This kind of assessment conducted by the Ministry of Education is only an external evaluation, what is even more important, all the newly built colleges and universities must establish the Long - term effective administration mechanism through setting up an Teaching Quality Supervisory System, promote the teaching management system and the teachers'development by evaluation and assessment and insists on the strengthening of the comprehensive quality of the teachers, as well as the teaching quality. In order to monitor the teaching quality of the Department of Physical Education, these newly built colleges and universities need to establish an internal teaching- evaluation-criteria system. By evaluation, colleges and universities can understand the status quo of the teaching quality and make pointed efforts to complete and perfect educational work. Based on the archival researches and expert interviews, this research has combined the indicator system of the undergraduate teaching assessment conducted by the Ministry of Education and the characteristics of the Department of Physical Education in the newly built colleges and universities in Jiangsu, it aims at building a new indicator system with the Department of Physical Education as the principal and the practical talents and the fostering models as the cardinal line. All the index system,policy evaluation and sub factor weight in this research are confirmed by Delphi forecasting method and expert consultations.For the purpose of testing the scientific practicability and operability of the teaching-evaluation-criteria system, this research has taken the Department of Physical Education in Yancheng Teachers University as an example, we evaluated the teaching quality by questionnaire design,data capture and Delphi forecasting method, and we also tested three other newly built colleges and universities for their teaching effects. All the results told that the teaching-evaluation-criteria system of this research had its well practicability and operability.
