Rural areas has been the focus of community concern,at present,new socialist countryside construction has become the top priority of China's modernization, as an important means of integration of urban and rural, the construction of new rural communities launched one after another in various places. China's rural education problem is the key to solve educational issues,balanced education is that people continue to pursue, as an important means to balance urban and rural education, layout adjustment has been almost ten years now. But the balanced education has not been completely realize, in next step, we should put the layout adjustment of rural primary and secondary schools into the community construction.In the current context of rural community development, the further adjustment of rural primary and secondary schools has become the emergency academic problems to be solved.In this paper,the author put the layout adjustment of schools in rural areas into the community building.Educational equity theory, educational balanced theory, resource allocation theory and scale of economic theory are the theoretical basis of this article. The literature review, questionnaire and interviews with a combination as the research methods.In this article, the author will carry out the new problems of layout adjustment,explore the roots of the problems, then prove that the further layout adjustment should be combined with rural community construction, on this basis, made a number of related strategies,in order to obtain satisfying results for the next layout adjustment, to achieve the desire of balanced development of urban and rural education.This article is divided into five parts:The first part is the logical starting of this study and the overall designing. Mainly introduces the background of topic selection, the significance of the research,core concepts,theory basis, research status, the methods of the research and research ideas, clear the purpose of the topics and the research framework.The second part, the starting and the process of rural primary and secondary schools adjustment,this part reviewed and summarized the process of the new round lauout adjustment of rural schools. Showing that the the process of layout adjustment is not a mutation, it is a process that develop with the economic and social development and population changes,it is a process that is ongoing and progressive. The third part is about the problems,difficulties and roots after layout adjustment of rural primary and secondary schools. In this section, the author through questionnaires and site visits has carried out new problems after the layout adjustment, discussed the current difficulties faced by the adjustment, analyzed the roots that cause of these problems.The fourth part is about the relationship between rural community construction and layout adjustment of schools in rural areas. In this section, the author analysis the relationship between them, further demonstrates the importance of unified planning of them. And then demonstrates the necessity and feasibility of further layout adjustment of rural schools under the backgrond of community construction.Part five is about the strategies of layout adjustment in rural schools with rural community buildings. Through interviews we will mastere the principles and the problems we should attention in further adjustment, to find out the key points, then to seek path and methods , propose relevant suggestions and strategies,so that the layout adjustment of rural primary and secondary schools chould meet the needs of rural social development.
