With the transition of the higher education from elite education to mass education , the quality of higher education becomes the general concern of the community. It is particularly important at this time that how to ensure the quality of higher education based on the scale expansion. However, due to the late start of the research on our higher education quality evaluation and immature practice of higher education quality evaluation, it is inevitable that there exist some problems in the practice of higher education quality evaluation. The problem mainly as follows: the utilitarian of the evaluation purpose , the unity of the evaluation subject, the unity of the evaluation index, the unity and closure of the evaluation method and the imperfect of the evaluation and monitoring system. And some of these problems seriously hindered the development and improvement of the quality of higher education quality evaluation. It is the premise that how to solve the existing problems and improve the quality of higher education to promote the development of higher education and to ensure the continuous improvement the quality level of higher education.The post-modernism which is a kind of western cultural thoughts appeared in 1960s influences all the fields. Its impact on the educational philosophy led to the generation of post-modern educational theory, which emphasizes the concept of reflection, criticism and diversity . This paper systematically introduces the concept of the post-modern educational purpose, curriculum, teachers and students view, study concept, and so on. Through the research on the development process of higher education quality evaluation, it systematically analyzes the achievements and problems of the current quality of higher education , and constructs the higher education quality evaluation system after multi-angled exploring the mining point of the post-modern educational theory and higher education quality evaluation, which Include evaluation purpose, evaluation of the main, evaluation index, evaluation methods and the evaluation and monitoring system.
