In recent years, The phenomenon of the lack of school characteristics on newly-built local universities have aroused public concern. This article base on the perspective of the institutional analysis, combine the theoretical and empirical research methods, use the theory of multi-disciplinary such as the Organizational Socialty, the Education and the Institutional Economics comprehensively, explore the construction framework of school-running characteristics on the newly-built local universities.Based on the defining the concept and content of school characteristics, this article selected the representative newly-built local universities as the sample, make the empirical study of phenomenon of seeking a large scale, demanding perfection of school type, rising educational levels, seeking the same training mode and seeking the same and perfection of professional set.In the analysis of the reasons for missing school characteristics on the newly-built local universities, this article base on the Perspective of the institutional analysis, considering the forcing mechanisms, the imitative mechanism and the social regulation mechanisms are the root causes that lead to convergence of the school. In the end, based on empirical analysis and theoretical analysis, from the Institutional arrangements between reconstruction of the newly-built local universities,the government and social, from the system path that the newly-built local universities create their own School characteristics, this article propose suggestions on the formation of school characteristics on the newly-built local universities.
