In a new century characterized with knowledge economy, great changes have taken place in university-running mode. Especially followed the seller's market phenomenon as enrollment's increasing, and foreign higher educational institutions entering, the university-running mechanism, which was traditionally supported and managed by the state, has taken the new changes. The system of management is taking the challenge of both knowledge and market economy. Under this background, this research is developed. Through the comparison of university talent resources management at home and abroad, the research mainly analyzes the current situation of university talent resources management and puts forward the innovation mode of the relative systems and mechanism from the view of human resources management. There are four parts included:The first part covers two chapters. Chapter one deals with the introduction of the research background, relative theories and research method; Chapter two discusses the characteristics of university's organization, university talent recourses' theory, whole-life education theory and so on.The second part, which gives a comparative and contrast analysis of university talent resources management between China and foreign countries, such as USA, Japan and German.The third part, analyzed the current situation of university talent resources management in China. Based on the defects and problems in the system, the paper, from the point of view of economics and management, tries to comment on the limits of university talent resources management.The last part calls on the innovation of university talent resources management system. Through analysis on characteristics of individual and group in university talent resources, it suggests an innovation mode of university talent resources management system, resulted that the key problem is the strategically encouragement, including managing and system encouragement.
