The new reform of the curriculum in elementary education is one of the key links to the improvement of Quality Education.There are amny factors influencing the new curriculum implementation,including the characterisatics of new curriculum system,the requirement of the outer circumstances(government factors,cummunity culture,etc.),the school concrete conditions,etc.But among them,teachers are the core factor in the reform.The new curriculum system shows its new blazing innovation and breakthrough in the following aspects:function,construction,implementation,evaluation and management.All this demands teachers to change their education sense,education pattern,and teaching acts.And it certainly brings them severe challenges.Since the new curriculum means to make teachers professionalists,it is must to heighten teachers' professional quality.Curriculum is the most popular and important aspect in teachers'professional activities.Therefore,to inquire into their curriculum quality will profit the new curriculum implementaion.Teachers' curriculum quality here refers to the professional quality that they ought to possess in understanding and developing the curriculum.It is provided with the tendency of the day,formativity,stability,and development.The factors to inflence the formation of teachers' curriculum quality include social factors,pre-professional education,post-professional education, teachers' subjective initiative and so on. Teachers' curriculum quality is an imprtant part of their professional quality, an essential content of professionalization ,and also a condition of the curriculum implementation. Thanks to some historical reasons,teachers' curriculum quality is severely deficient.This is manifested in the aspects as their out-dated curriculum ideas, lacking sense in curriculum,insufficient knowledge and theory about curriculum,lower skills in curriculum development,and lacking of ability to apply the modern technology.All these has prevented them to implement the new curruculum.Teachers are a sustainale individuality.According to demands of QualityEducation and the objectives of the new curriculum, Teachers' quality in the curriculum implementation covers:1)to reflect the viewpoints of curriculum tendency of the day,including the viewpoints of: plura functions, comprehensive structure,entire implementation process, opening resources and developing evaluation;2)to possess composite knowledge structure of curriculum,of which,the first level contains knowledge of natural science and social science,the second level contains professional knowledge and skills ,and the third level contains curriculum theory of education;3)to possess the ability to develop the curriculum according to all kinds of curriculum resources;4)to possess the ability to carry out research on the curriculum practice ——programs,implementaion,reflection,and so on;5)to possess the bility to integrate the modern technology and the curriculum by means of selecting and designing course-piece teaching.For a smooth progress of the new curriculum,we ought to strengthen four cores:to heighten teachers'curriculum quality by means of creating the curriculum environment and reinforcing their sense; to reform the education for teachers in oder to kame them professionalized; to renew the post-education to progress the new curriculum; to perfect the school-based training to improve teachers' complete quality.
