The market environment has changed enormously after China joins into WTO, and the market craves for more professional talents .Our country need to improve the proportion of talent in the work population , to realize the Ninth Five-Year Plan and long-term goal in 2010, to training and bringing up more skilled worker for adapting to modern economic development. At present, it is very difficult to finish this task through government investment considering education and fiscal policy. Marketize the vocational education, developing medium-sized vocational school runned by the folk has become extremely urgent problems. The medium-sized vocational education runned by the folk faces the vast market space. Since the reform and opening up, especially from 1990s, the medium-sized vocational education runned by the folk of our country got swift and violent development. The development shows not only the increases of quantity , but also the change of the quality in concept . Because of this kind of change, the medium-sized vocational education runned by the local people will face the fierce market competition , This kind of competition includes the content in scale, technology, service, etc..How to adapt the market and the environment, become the important problem faced by medium-sized vocational education runned by the folk. The vast space of medium-sized vocational education of our country and market chance have already represented, However, saying objectively there are some disputes, of developing vocational education in marketization pattern among theory area . The market mechanism has not totally function yet. But a potential market exists in the section has ' already formed the extensive common understanding among them.
