As our country comes into a new stage of advancing socialist modernization, especially with the new trend of both economy structure and employment market changing after joined WTO, a new education type-Higher Vocational Education-has been mushrooming in the great tide of higher education developments. Higher Vocational Education, the bind between senior secondary school education, general higher education and vocational skills education, is an important component of higher education. The main purpose of Higher Vocational Education is to cultivate advanced practical talents for local economic construction and social development, especially to cultivate those practical skilled talents who will go to the production front line, stay there and be useful for local production, construction, administration and service. As the economic construction develops and the industrial structure continuously optimizes and adjusts itself, a series of newly professions have emerged, such as electronics, information technology, new materials, etc. And traditional agriculture has been transforming into modernized. At the same time, the production of all trades and all professions has been gradually transforming from labor-intensive to technology-intensive, and the personnel demands from skilled worker or primary professionals to secondary or senior professionals. Just can Higher Vocational Education supply those qualified manpower resources. Since 1990's, Higher Vocational Education in our country has made rapid progress, and it has presented an unprecedented scene of prosperity. On the one hand, it has cultivated large numbers of all kinds of specialized talents who are in the bad needs for socialist modernization construction; on the other hand, it has raised workers' qualities. At present, Higher Vocational Education has become the focus of public attention. Thus, it has great developing opportunities, while, it is also faced with competition pressure-social development and technology progress has set much newer and stricter demands on Higher Vocational Education. Under the condition of market-oriented economy, it is the universal law that the fittest survive, that the good prevailing over the bad, and it is inevitable that the vocational education of inferior quality must be eliminated mercilessly. As a result, each Higher Vocational Education school must necessarily choose to improve its quality to survive. For the sake of strengthening the quality supervision over the Higher Vocational Education of all kinds at all levels, Ministry of Education isexploring an appraisal and evaluation standard for all aspects of Higher Vocational Education. The standard puts forward an overall evaluation including school developing targets, school talents cultivating, school reform planning, teaching management, resources management, teaching, subjects, specialties offered, course construction, teachers, students, etc. As school education quality and teacher teaching level is one of the most important criterion for the level of a school, so studying the evaluation for teacher, education and teaching has significant meaning for not only promoting school development, but also raising teaching quality completely. This paper discusses these aspects of the Evaluation for Teacher, Education and Teaching in Higher Vocational Education School.
