To realize the graduates' full employment is not only the individual's rational anticipationfor income maximization and macroscopical government's first important policy target, butalso the best state of both contemporary government and student's expectant goals. It has themost important meaning and terminal target value. Solving the graduates' full employment isa need not only for social stabilization but also social and individual value realization, whichalso interrelated closely with the society, college and individual interests. On the whole, can the graduates' employment percent reach to 100%? But from the rational view, from therelationship between supply and demand of social reality and the dependence of educationindustry on the other industry, the graduates' 100% employment percent is only a dream, asubjective dream. Objectively, social unbalance between supply and demand of labor, individual difference between graduates and supply and demand difference of enterprise alsodetermine the 100% graduates' employment percent impossible. As a reality, the socialsystem which accelerates the rural labor's supply, increases the number of reemployment dueto the unemployment in the reform of our country state-owned enterprise and enhances thescale of graduates' supply indirectly and enormously impulse our country labor market'ssupply and demand relationship. As a more profound reason, Chinese population's longanarchistic state, country population's continuous rising despite of the family planningimplement, old industrial base's shrinking, market's restricting and the transform of the wayto boost economy badly influence the graduates' employment. Meanwhile, the author dissects the reason leading to insufficiency of graduates'employment, including students' mistaken ideas in beliefs, social culture's influence, investment's mistaken guiding, mistaken ideas of college employment service, social publicservice, and enterprise's right person choosing beliefs and so on.In the third section: the author references the employment theory and practice in theorywhich sets in the different background, of which the meaning for our county's graduates'employment is expatiated. In the forth section: in the following aspects: transition of graduates' employment belief;employment standard;change of the employment service mode;graduates' employmentparticularity and reason, the author analyzes our county graduates' employment modetransition from "complete government distribution" to "free and sufficient employment".Finally, from following aspects: the reform strategy of graduates' employment, college'semployment enhancing the transformation of government function and the social publicservice's employment enhancing strategy, the author provides a strategy for our countrygraduates' full employment.
