Study On Governmental Responsibility Of Training Chinese Peasant Workers

"Three agricultural"problems are related to the training of farmers and peasants who intended to increase their income, are related to the process of industrialization and urbanization, and the realization of a more comprehensive building of a comfortable society ;so the Part and the government have been concerning of them. Some experts also adopted resolution "three agricultural" problems, and vulnerable groups of society in terms of helping farmers on the job training. Much more scholars directly have had the topics of the training of farmers to research from various angles by the success of their policy recommendations. Although some scholars have referred to the government's responsibilities in training the peasant workers, they have not systematically addressed them. So this article is to discuss the government's responsibility through the works of the government's role in training the peasant workers.This article is comprised by three parts.Partâ… : Research on the general theory of government's responsibility in training the peasant workers. It is mainly related to concepts and features of elaborating on peasant workers,the training of them and the government's responsibility. And on the views of Marx and human capital theory about responsibilities of their training, I put forward the theoretical basis of government's responsibility in training the peasant workers.The first is to discuss the concepts and characters of the training of peasant workers and government's responsibility . Peasant workers are, specifically to a group who word many years or most of the time in a year in non-agricultural industries, with their own labors to win their wages, and making this as a major source of livelihood, but the domicile of whom are still in the rural household. And the training of farmers, refers to a government-led, through introductory training and vocational skills training, the development of peasant workers the physical, intellectual resources and skills, thereby improving the economic productivity of peasants, farmers to promote rural non-agricultural change human capacity building.
