With the integration of the world and the economy globalization, the competition on the talents becomes more and more heated. The whole world is competing for top talents now. A new era for the human resources is coming now. The importance of talents and the upgrade of talents competition make various organizations adjust the management mode of the human resource.Since the eightieth of last century, the people have reflected the role of HR in the corporation management and the relationship between HR management and the corporation strategic management. There has arisen an idea of combination of HR management and the corporation strategic management. Strategic HR management has been firstly appeared and practiced in corporation, which has had an evident effect.The public service departments have always tried to learn tradition of management from corporations. There is no exception for HR management. As a part of service economy, the public service department must make a link between strategic layout and HR management so as to satisfy the people and get success. The public service departments like these may adjust HR to the various influence brought by its mission and the demands from outside. When HR management and strategic layout are combined longitudinally, various HR management are combined horizontally, strategic HR management will be eventually produced.Western countries have gained much helpful experience in strategic HR management, which also will benefit the HR management reform in our public service department. There are various problems in public service departments, such as the incomplete execution of these departments and also the optimization of HR. it is a meaningful subject to introduce new notion and new mode of HR management and also its theory and practice so as to promote the reform and improvement of the Human management system and mode.This thesis firstly looks back the practice of HR management and the strategic HR management in corporations, and also the successful tests of strategic HR management in western public service departments. Then the author analyzed the limitation of the traditional HR management theories and mode and had a study of the system design of the strategic HR management in our public service departments with the combination of the specific reality. The author has also studied the history and development of HR management, the corporation strategic HR management practice, the practice experience of strategic HR management in western public service departments and the design of strategic HR management in our public service departments and so on.
