There has been rapid development in higher education in China years. Gross enrollment of higher education was up to 19% in the year of 2004, which marked the era of popularization of higher education. But in many aspects, higher education is still under planned economy,wuich limits the development of it.Under marketing economy,how to straighten out the relationship between managerial system and operation mechanism of higher education is an urgent problem to be solved. The development of marketing economy,popularization and development of higher education all need the introduction of marketing economy into higher education,which requires,firetly,the rapid transit in government function and orientation in order to guarantee the freedom of colleges and universities and strengthen the macro-economic regulation to ensure the healthy and balanced development of higher education;secondly,the positive carrying forward of reform in managerial system and operative mechanism within colleges and universities in order to bring every positive factor into play and improve the quality of education and the level of scientific research;thirdly,the establishment of relationship among the government,market and colleges and universities to set up an government-dominant marketing operational model.
