There are six newly built Public universities in H province including B University, D University, H University, S University, J University and G University. They provide a strong talent support for the economic and social development in H Province. With the structural transformation of economic and social development in this province, the newly built universities, weak in foundation of education, are faced with the dilemma of a continuing low rate in employment. In order to obtain a new development, these universities are supposed to self-check and self-analyze for improving the quality of education to deal with the plight.Quality of teaching is the “emergent” manifestation of university organization system, which is the result of Synergy of various factors in the University Teaching Operation System. Thus, studying the improvement of teaching quality in newly built universities from the perspective of organization is one of the basic paths to solve the problem of improving teaching quality at the source. At present, there are no rigorous theoretical support for studying the improvement of teaching quality in newly built universities from the perspective of organization, nor much effective experience. To carry out the relevant theory and empirical research will fill the gap in the field of teaching quality management in newly established Universities, which has an important theoretical and practical significance.We investigated the teaching quality of five undergraduate universities in H province on the basis of domestic and foreign literature research, combined with interview and questionnaire. According to the statistical results, there are many realistic problems in these universities, such as the lack of social adaptability and homogeneity towards the concept of talent training, the old-fashioned curriculum design and implementation, lagging behind in the generation of effective classroom teaching construction, improper use of information technology,restraint of the development of teaching due to organizational structure, and the need to strengthen and improve teaching leadership and organizational culture, which seriously restrict the improvement of teaching quality.Based on the relevant theory of organizational change and quality improvement, this study proposes to choose differentiated new teaching development strategy, enhance the teaching technology, strengthen the effective teaching leadership, optimize organizational structure and innovate organizational culture, in order to achieve tangible improvements in the teaching quality.
