| The thesis has a detailed analysis of the present state of independent institutions in our country and tries to find the problems existed in the process of school running. The problems may include: (1) There are doubts about the system of school-running. (2) The present state of independent institution is not bright. (3) The hidden conflicts are beginning to emerge. With a view to the achievement of varied models of Chinese higher education and the existing problems, the successful experience of the plural systems of higher education in other countries, the related policies and laws in our country and the actual state of Chinese independent institutions, the author proposes that independent institutions should be converted into vocational education as a whole. The government invests mainly on general higher education, while the vocational higher education depends a lot on non-government investment. It should be encouraged that the economic entity cooperate with the vocational institutions to get a win-win result.The thesis has a detailed discussion and analysis on the conversion of independent institutions : (1) the feasibility of the conversion; (2) the necessity of the conversion; (3) the analysis on the new model of the all-round industrialized independent institutions after conversion, i.e. the nature, the basic elements, the ownership of property, the management system and the effect of the all-round industrialization. Therefore both the vocational institution and the investing entity can win, and it provides an ideal model to the present vocational institutions.The sustained development of vocational higher education depends on the integration of industrialization, education and scientific research. The cooperation between investing entity and institution begins with the conversion of independent institutions. The two sides can cooperate in the field of finance, administration, talents training based on the need of market etc, which sets an example for present vocational institutions.In a word, the thesis adopts the way of the logical structure of "investigate and research -find problems - analyze problems - make proposals and study the feasibility and necessity".
