The teaching quality evaluation is an important part in the teaching process. It is the key content of the teaching management, and it guides the teaching direct to a great extent. With the development of the education, psychology and information technology, the modern education technology theory has changed from the traditional "teaching-centered" to the "learning-centered". These two kinds of theories are completely different. The status and roles of the two sides have changed. Consequently the evaluation of the teaching quality should be changed. Thus, to improve the teaching methods through the computer and internet and to obtain the effective feedback from the on-line evaluation become big issues.At present, people pay more and more attention to the teaching evaluation, while its methods, indexes, etc. are still serious problems. However, it is even difficult because of the multi-factors and the fuzziness of the evaluation. So this thesis uses the fuzzy mathematics theory to establish the evaluation model and use the AHP method to determine the weight. These techniques make the evaluation become comprehensive and scientific. Moreover, based on these methods the author builds a modern online teaching evaluation system.Under the guidance of the modern teaching and constructive theories, the thesis starts from the teaching practice. And it not only analyses the related evaluation theory, but also sets forth the basic system requirement and its model which can configure the evaluation parameters and make comprehensive evaluations for users.This thesis designs a distance teaching evaluation system which based on the B/S architecture. The client does not need to install extra customer end software, but just uses the standard browser to enter the system. The requirement of user's computer knowledge and client computer hardware and software are not high. The system has very strong operability, versatility, compatibility and expandability. In this system, both the Server and the Client use the Windows XP operating system. This evaluation platform in the development of the environment is a well-known opening source platform Eclipse 3.1, the construction tool is opening source tool framework project Seasar2, the Server is a well-known opening source tool Tomcat, and its database is Oracle.This thesis has done to achieve a more detailed statement on theoretical foundation, algorithm analysis, system features, and the system Realizing. And also discussed the system's future development and reorientation .
