Recently, the young's body function and quality have been always decreasing, while the proportion of the young with poor eyesight and the one of fatness has been always increasing. The condition appeals great attention to society and the central government. So a series of steps have been put forward so as to fulfill the mission of developing the young's health. Firstly, against the present condition of reforming school P.E, according to the grounds of ecology, pedagogy and the theory of system, the author, on the basis of knowing the concepts of school P.E system and the reforming environment of school P.E, analyzes systematically the internal and external environment influencing the reform and development of school P.E through the way of ecology and on the basis of reading lots of related documents. Secondly, the problems of the internal and external environments of the school P.E reform are concluded and analyzed by the theory of Econoly. In the end, on the basis of clearing the related grounds and principles, against the fact that the objective conditions influencing school P.E reform can not been changed, the author proposes the corresponding optimizing strategies of school P.E reform by people's recognition of all parts of school P.E system and the whole external environment. The study includes the following parts:Firstly, the environmental factors influencing the reform of school P.E are analyzed. The internal and external environmental factors are included. The former covers each part of school P.E system and their relationships, namely, the traits and relationship of P.E aim, P.E curriculum, P.E environment, P.E teachers and students. The latter is made of the comprehensive environment of the material, the social psychology and the regulation, namely the leading thoughts, social needs, the aim of school education, region difference, school leaders'attitude towards P.E.Secondly, the problems of internal and external environment of school P.E reform in China are concluded. They are as follows: the wrong niche of cultural approach of reform, the wrong real niche of P.E aim, the converse real niche of the relationship between teachers and students, the exceeding niche of P.E curriculum, the empty niche of P.E environment. Some optimizing countermeasures for the environment of school P.E reform are put forward by the related principles and grounds. The grounds mainly include changes of the comprehensive environment of society, P.E aim, students'traits of mind and body, teachers'qualities and differences among schools. The principles are the principle of niche, education, wholeness and feasibility. The optimizing tactics are embodied followingly: definite the niche of all parts of school P.E system, namely, the one of teachers, students from the base, the real and the potential, and the relationship among P.E aim, P.E curriculum and P.E environment; develop subjects'mobility of school P.E system; create good external environment, namely, change bad P.E attitude and build right social psychology environment; integrate related resources and perfect material environment; formulate and complete the laws of school P.E for perfecting regulation environment.……Fourthly, conclusions are as follows: It's feasible to study the problems of the internal and external environments caused in the school P.E reform by the way of Econoly; it can enrich our eyesight to analyze the problems of the internal and external environments caused in the school P.E reform by the theory of niche; as a system, school P.E reform is limited and influenced by the internal environment of parts'interaction and influence and external environment consisting the ones of the material, the social psychology and the regulation; a series of problems caused by the internal and external environmental limits are the root of the unbalanced school P.E; the essence of its reform aims at realizing school P.E aim through adjusting the relationship of all parts of the system so as to maintain its balance and stability and realize its goal; the optimizing countermeasures put forward for the internal and external environments of the school P.E reform are theoritically meaningful as a referrance by the theory of niche.
