With the ever deepening of the curriculum reform of the basic education, the school-based curriculum development is critical at a time. The National Program for Elementary Education Curriculum Reform (Trial), promulgated by the Ministry of Education in 2001, clearly stipulates the system of three administrative levels of curriculum management, and the development and utilization of all kinds of resources from both inside and outside school in a rational manner. So, a new subject, how to develop school-based curriculum, will appear during the elementary education curriculum reform. In order to make the moral education in middle school close to life and reality and improve the efficiency, the article focuses on the exploitation and the utilization of the moral educational resources from Quanzhou culture, focusing on patriotism, and then explores on the establishment of school-based curriculum.The article deals with the value analysis of Quanzhou culture as a school-based moral education curriculum. Based on this, the article bores down on the specific implementation of setting-up, including three themes: Quanzhou ancient culture and the moral education in middle school; Quanzhou modern culture and the revolutionary traditional education in middle school; Quanzhou characteristic culture and the patriotism education in middle school.Kinds of methods of education science research are applied in the article comprehensively. In terms of data collection, the methods used include observation, personal experience, investigation, conversation, interview and documents analysis. In terms of data analysis, induction and comparison are adopted.Making use of local culture, this article focuses on exploring the thoughts and modes or patterns of moral education course for middle school students, striving to make the moral education in middle school close to life and reality. And its aim is to give some advice on the reformation of the present elementary education curriculum, especially for the fulfillment of reformation for general middle school moral education curriculum of Fujian province, and providing some references for the peer.
