With the challenge of the new century and the age of knowledge-based economy, the Central Committee of the Party and the State Council made a strategic decision to enlarge the scope of higher education, and took the administrative measures—to enlarge the number of college students to be enrolled and encourage the universities and all sectors of society, making use of the new patterns and mechanisms, to establish relative independent higher education—independent colleges.Practice proved that the independent colleges had held special position in higher education. The foundation of independent colleges promoted the diversification of the patterns for higher education, expanded the fund raising ways, activated the existing storage of the education resources, absorbed the market and competitive mechanisms, improved the initiative of universities and colleges supporting its own colleges. And the independent colleges have an important part of higher education of China.Nowadays, the competition between universities and colleges has become the competition of teachers, students and education qualities. In this way, the development of independent colleges is decided by its human resources. So, if the independent colleges want to keep its position, they must build up a high-qualified contingent of teachers. But, now the qualities of the contingent of teachers have held back the development of the independent colleges.The author has been working and teaching in an independent college, and wants to use the theories of human resources to analyze the present situation and problems, trys to find good suggestion and policies to cope with it.This article includes the following four parts:The first part is preface, in the part, the author introduces the background of research, and arranges the research on the human resources management of universities and colleges, and independent colleges in China, and the research on strategic human resources management.In the second part, the author introduces the theories of human resources management, and we can draw on its experiences to develop the independent colleges.In the third part, the author makes use of the theories of strategic human resources management to analyze the present patterns of human resources management of independent colleges.In the fourth part, the author designs the new patterns of human resources management of independent colleges.
