Shanghai as an international metropolis, during the process of the modernization and internationalization of China's education, has encountered management issues to out-border students. At present, schools and education departments have neither theory to be used as ready-made direct reference, nor mature practical experience to be followed the lead of. Therefore, this study of the subject is not only the need of the development of the Shanghai Education and schools, but also is in favor of studying the theory and practice, further more it is valuable for the development of China's future education as a reference.Based on references and the specific cases of individual school, through ways of accessing to information, survey, interview and so on, this paper follows the management issues of out-border students learning with Chinese students in the same class to give an objective description of the basic situation of the school cases, analyzed and summarize the experience issues and whys of the management of out-border students, meanwhile, it puts forward the corresponding recommendations and countermeasures to fit for the specific cases of schools.This paper is divided into four parts: first part is the introduction and it mainly discuss the background topics, meaning, the definition of the concept, relevant research and literature review; second part is about the theoretical research to mainly discuss the theoretical basis for the management of schools, school management' development trends, and has made the cultural identity for out-border students' management; the third part has analyzed the present situation of management of the out-border students in individual school, and it include the basic cases of the individual school, the characteristics of management of the school, and the existing Problems during the process of management, while this part has analyzed the reasons; the fourth part makes a comprehensive strategy for the management of the out-border students include the guide an research support from the education departments, the publicity and security from the society, the promote and management from the schools.
