Higher education has started the enormous changes from the elite higher education to the mass higher education. The mass higher education has brought the proliferation of Higher Education Institutions (HEIs) academic human resources. A number of academic staff who received advanced knowledge training and have high academic quality come into the academic career, becoming a part of HEIs academic human resources. The scale of Chinese HEIs academic human resources has the fast-growing trend in recent years. In the context of the internationalization, the international competitiveness of Chinese higher education depends on the international competitiveness of academic human resources, so researching the international competitiveness of Chinese HEIs academic human resources has important theoretical and practical value. On one hand, we can find the factors and reasons that affect the enhancement of competitiveness through the research of academic human resources' international competitiveness, then search new ideas for enhancing the international competitiveness of HEIs academic human resources; On the other hand, we can provide policies reference for enhancing the international competitiveness of Chinese HEIs academic human resources.From the current situation of Chinese HEIs academic human resources, its structure is still in the state of non-optimization, it mainly displays that HEIs academic human resources have low education levels, imbalanced age structure, imbalanced gender ratio, single structure of learning edge, imbalanced proportion of occupational structure, and so on; At the same time, HEIs academic human resources have other problems like serious outflow, single and out-of-order movement. Through the comparison and research of several developed countries, it shows that Chinese HEIs academic human resources not only have advantages, but also have disadvantages that can't be ignored in terms of scale, scientific research output, structure as well as the pay levels compared with foreign developed countries. Specifically, Chinese HEIs academic human resources have outstanding advantages in total amount and evident disadvantages in college teacher-student ratios; research productivity is low, scientific research influence is small, scientific research innovation is not strong; they have the gap in education, learning edge, occupational structure compared with developed countries; they are still at a disadvantage in the pay level.In fact, the shape of Chinese HEIs academic human resources' international competitiveness is a cumulative process, in the process of development, it is impacted by three factors such as overall national strength, resource ecology, as well as career attraction, they act on international competitiveness of Chinese HEIs academic human resources alone or crossed, and restrict the enhancement of Chinese HEIs academic human resources' international competitiveness to varying degrees.As a result, on the basis of seriously considering current situation, international competition situation and restricting factors of Chinese HEIs academic human resources, it is necessary for us to analyse the strategies for enhancing Chinese HEIs academic human resources' international competitiveness in the international arena. There are some strategies to enhance HEIs academic human resources' international competitiveness, for example, upgrading HEIs academic human resources' education levels, enriching HEIs academic human resources' structure of learning edge, optimizing HEIs academic human resources' age structure, insisting on the optimizing direction of "intensive" professional structural; strengthening scientific research cooperation, increasing scientific research investment, promoting research results; establishing innovative payment management system of HEIs academic human resources, executing reasonable and flexible welfare policy; constructing relaxed and freedom academic environment, and so on.
