In the 21st Century, countries of the world have speeded up the process of the information technology education in elementary school, which is an important component of the global education reform in new century, in order to foster the next generation's viability in information-intensive society, our country extensively offer information technology course in all primary schools, aiming at training students' information literacy. This paper studies on the strategy of primary scholar information literacy and try to explore some maneuverable methods, with a view to course construction of primary information technology, educational concept, teaching methods, evaluation of teaching and the integration of information technology education with every other subject.This study bases on instructional design and implementation of feedback. As an information technology teacher of primary school, the author takes the discussion of the cases as the main line and collects some representative teaching cases in practice by using action research, questionnaire tests and case study, as well as according to current situation of primary scholar information literacy in our province. Such as《Appreciation and Production of Picture Works》,《Recognizing The Birds Around》,《Green School: I'm A Little Designer》, etc. In this paper, a relatively stable frame & program for teaching activities is set up and the study process of whole subject is present by focusing on the form of "design-implementation-idea-feedback". Furthermore, a hierarchical strategy for primary scholar information literacy is explored by means of the feedback of implication idea. Also, some problems pending further study are pointed out in this subject, which accumulate precious experience for the study of primary scholar information literacy.Both theoretical explanation and teaching practice are included in this study, in order to help largeness information technology teacher of primary school in their teaching process.
