The graduate tutorial system is one special feature of the British higher education system, whose first implementation in the 14th century among many British higher learnings, especially the Oxford and the Cambridge, brought about significant effect on training students' ability of analysizing and solving problems independently. Early from 1938, China began to put the tutorial system into practice and received obvious effect, advocated by Zhu Kezhen from Zhejiang University.Parts of Chinese universities and colleges also had tried performing special field shift tutorial system during the 1980s. It pointed that each professional field shift arranges over one professional tutors to help students with all round guide about study and behavior. This kind of pattern got great effect at that time with frequent communication between students and tutorials because there are a small number of students then. But as the advancement of our industrialization and the rapid development of national economy, a large number of high talents are of great demand, meanwhile, higher education becomes popular with more and more graduates. As a result, for the lack of tutors, special field shift tutorial system is gradually weakening and only confined to the post-graduate education.From 1999, colleges in our country began to expand the enrollment. Though providing many people with great chance of accepting higher education, it greatly influence the teaching quality and graduate employment. So, the further improvement of quality-oriented education becomes the consensus of the whole society. Under this circumstance, part of our colleges tried adopting the UTS (undergraduate tutorial system) to their education. Although there are many shortfalls about its operation and evaluation, being a kind of means, it play a certain role in improving the comprehensive quality of the undergraduate.On the basis of the retrospect of the UTS, we limite the basic definition, the basic feature and meanings of UTS. Investigation has been conducted through literature study, questionaire survey, individual interviews and took Education and Science Department of Binzhou college as an example. Since Education Department of Binzhou college has implemented UTS in 2004, it has made up systems and circummulated abundant experience in guidence idea,organization,employment condition,examinatin of tutors and emploment of tutors.Since UTS has been implemented,the quality of teaching has been greatly progressed,and students have learned much more in the development of moral quality,the form of well action, the scientific layout of personal profession carrer and the theory knowledge.But on the whole,it has disadvantage in the orientation of undergraduate tutor,the relationship of right and obligation between students and tutors,and the establish system of UTS.If we want to improve the effect of UTS,firstly definite the work obligation of undergraduate tutor,secondly improve the level of guiding students,thirdly adjust the troop of undergraduate tutoes,last is to establish evaluate system of UTS.The UTS in our country is on the stage of beginning,we must enhance the summarization and communication of UTS in every high school,and creat a mode of UTS that adapt the require of higheducation,characteristic of knowledge economic times through continuely optimize.
