With the development of higher education reform in China, the requirement of creative talents and quality education, the undergraduate tutorial system is regarded newly by Chinese Universities. As an available complementarily of the existing classroom-teaching system, the undergraduate tutorial system makes the student work in education management more individuation and comprehensiveness It is able to cope with university expanded enrollment and a possible cultivation of "mass production", and prevent students from choosing classes blindly because of credit hour system reform, or the circs emphasizing on quantity not quality happening; avoiding neglect of the command of students behavioral norms caused by logistical socialization in University.It can be said that nowadays the implementation of the undergraduate tutorial system in university has become a major trend of the education management. Although this system promotes reform in education concepts and enhancement of education quality to a certain extent, it is an immature system itself. It has not brought the expected effect and there is a need to consummate the system in practice.This paper makes a comprehensive summation on the development of undergraduate tutorial system and the inspiration of foreign successful experience. It finds and approves some existent problems on base of existing research combining with questionnaire survey and interviews for the implementation status of undergraduate tutorial system. It also thinks deeply and discusses comprehensively for the system about the key elements in the procession.Finally, we put forward to construct the undergraduate tutorial system model that accords with school conditions: choose the suitable undergraduate tutorial system with thinking about the actual school condition. By guarantee of management system, the means of multi-evaluation, the promotion of obligations to students, and prerequisite for positive interaction make the undergraduate tutorial system play the role greatly, and higher education teaching quality upgraded greatly.
