The reform and development of basic education require the teacher with strong theoretical level and especially with higher operational capacity in the field of teaching. Under this background, with a view to improving the student teacher's capacity for action, the reform of teacher education in China is rising higher and higher And especially, teaching practice is strengthen. To a certain extent, these approaches have played a positive role in the promotion of the quality of teaching. However, the level of educational theory and capacity for action of the students who were trained by teacher education has still not been clear enhanced. Additionally the study of the model of teacher education and training only considers the surface. These issues have to be thought about. To this end, this paper intends to study the current situation and the cause of teacher's education and training models combined with my study of teacher experience and basic educational work experience, and take interviews, study literature and theoretical research methods to study. With the concept of scientific practice as a guide, this study intends to come up with effective reform measures to solve the current problems in Teacher Education and training. These will have greater theoretical significance for richening and deepening the study of teacher education. At the same time, they also have a strong practical significance for promoting the quality of Teacher Education.Through study, I found that there are some problems with the teacher education and training such as separate major objectives and simple combinations of theory course and action course. The teaching of educational theories is out of line with the teaching of "practice" curriculum, educational theory and educational level of the action capacity of the examination assessment aspects. I also found that the superficial and sentimental value orientation, the process of dualistic thinking, and simple and random curriculum programs are the root causes of the problem. In order to solve the foundational problem of teacher education and training, to improve the effectiveness of teacher education reform and to promote the quality cultivation of teachers, this study considers that only cultivation out of the current plight of the model of teacher education teacher education can pull us. First of all, on the value orientation, the cultivation of action capacity should on the foundation with theoretical. Secondly, the cognitive ability should organic integration of with action capacity in the training objectives. Third, realize the combination theoretical training and training operations. In the end, it shall combine the implementation of theory-based evaluation and the standard of the operational evaluation.
