In recent years, curriculum reforms in secondary education have been well under way and witnessed remarkable achievements. In the fall of 2004, Shandong Province, Guangdong Province, Hainan Province and Ningxia Autonomous Region were the first to launch the senior high school curriculum reform program with Hunan Province following in 2007. From the standpoint of incorporating "knowledge with skills, process with means and emotional attitudes with values", the target of the senior high school chemistry in the new curriculum framework is to construct a textbook system, enhance the students' science awareness and develop their life-long study abilities.Universal changes in the overall framework of textbooks, the keynote and presentations of knowledge have brought up the issue of how to faithfully carry out the new curriculum by teachers. Therefore, there exists an urgent need to change teaching philosophy, further study and fumble for new teaching techniques. In view of this, to explore the application of the learning-plan-teaching has far-reaching significance in teaching practices.From the perspective of implementing inquiring learning and leaning-plan-teaching, the author puts forward some suggestions on learning-plan, teachers and students. Leaning-plan should diversify presenting means, vary inquiring settings and stress students' role in inquiring practices. Teachers should optimize their guidance on students' scientific inquiring and improve their own science awareness as well. Students should enrich their experiences and knowledge, strengthen thinking ability training and cultivate innovation ability. Students do not have to follow teachers' thoughts. On the contrary they must be bold in presenting their own ideas and opinions while inquiring.The research adopts pre-and-post tests on the experimental group and steerable group. After placement tests (average makeup for all classes of the same Grade), students from Class 1, 2 and 8 of Senior Grade One of The High School Attached to Hunan Normal University serve as the object of study. Among them, Class 8 is the experimental group while Class 1 and 2 the steerable group. We found that the results of applying the learning-plan-teaching are different with the conventional teaching, and is also when exploring in different levels students. After one year, noticeable progress, based on the analysis of the pre-midterm-post test results, has been found in terms of students' inquiring innovation ability and thinking ability.
