With the abroad countrywide advance of curricula reform in fundamental education, exploitation and utilization of scientific curriculum resources in elementary school have increasingly been noticed. The object of this research is the elementary school of HaiBoWan district in the WuHai. By deeply investigating the status quo of the process of exploitation and utilization of scientific curriculum resources, and analyzing the existed problems according to the relative theoretical researches of scientific curriculum resources, the research expect to find some revelations for the region.The research defines the conception of scientific curriculum resources in the elementary school as the wholeness equipments and materials for sufficing the needs of scientific curriculum resources in the elementary school which aimed at cultivating pupil scientific accomplishment. It includes mentality resource, knowledge resource, experience resource, human resource and substance resource. Thereinto, mentality resource is top dog and knowledge resource is the key factor; human resource is not only the coupling knob between the substance resource and knowledge resource, but also the cognitive main body of the mentality resource and substance resource. Substance resource and finance resource is the ground work of the others resources. Thereby, the research adopts questionnaire and interview investigation on twenty-eight teachers dealing with scientific curriculum and several school leaders in HaiBoWan district, and finds that the short existed to different degrees in elementary school which has been investigated. And there also has a relative shortage for irrationality distributing the resources. The reasons of the shortage were discussed from three aspects: exterior environment, individual, policy system. Ignoring the status of scientific curriculum directly influence the distribution of human and material resources. Scarce understanding and mistaking the scientific curriculum resources cause teachers'weaker consciousness and lower capability which need to further improve. The weak of sustain system of exploitation and utilization and the scarce of relative policies are the direct factors which are influence the exploitation of scientific curriculum resources in elementary school.In order to better promote the exploitation and utilization of scientific curriculum resource in elementary school in the region of WuHai, the research advises: building up correct view of scientific curriculum resources; establishing and increasingly perfecting relative mechanisms and systems; attaching importance to dig human resources; taking full advantage of net resources.
