Research On System About Universities Of Applied Science In German

In the late of 1960s, there appeared a new kind of Higher Education Institutions to foster advanced and applied talents of technology in German,which named Fachhochschule (University of applied sciences). After nearly 40 years development, Fachhochschule have been one of the two main kinds of German higher education system, meet the need of advanced and applied talents of the economic development in the society, and praise from all social sectors, In the writer's opinion, the success of Fachhochschule had been achieved; with the system design and implementation of comprehensive policy guarantee measures in German are inseparable.This paper describes the subject of the design of the German higher education system and the system environment when the Fachhochschule was founded, Focuses on the German system design and implementation of safeguards in the development process of the Fachhochschule. Sound system design allows that teaching ideas, training objectives, curriculum system, and regional distribution of the Fachhochschule has a distinct local characteristics, from entry requirements, teacher Contingent to the internal teaching has formed a distinct features which foster applied talents, comprehensive safeguards run through the entire history of the establishment and development of the Fachhochschule, and timely adjust, have made important contributions in more rapid and stable development of the Fachhochschule and the maintenance of it's features.Finally, this paper summarizes the successful experience of the Fachhochschule, and Combined with our local applied Undergraduate education background and systemic issues that exist,If we want to solve the problems of our local colleges in the system, we need to do following three aspects:First, the Government according to local conditions, design guidance and support safeguard; second, improve education laws and regulations, strengthen the building of our higher education system; third, establish various educational consultation, evaluation agencies between local government and university education.
