At present, higher education has been by the "elite education" over the "popular education" stage. This indicates that China's rapid economic development today, China's higher education has entered a new period of development. Quality is the lifeline to improve the quality of education is the eternal theme of higher education. So "popular" quality higher education by the Government and concerns of the community. Since 1999, enrollment policy since its introduction in 1998 the gross enrollment rate of 9.8% to 23% in 2008, more than 2,000 types of universities, higher education, largely to meet the needs of social development and the people needs. However,As the continuous enrollment, some colleges school scale saturation occurs, the phenomenon of shortage of educational resources, to a certain extent, resulted in lower quality of education, and even affect the normal teaching order, how to ensure quality of higher education in the new era was an important statement. In 2007, the Ministry of Education held a "Quality Engineering" Conference, the building security system undergraduate teaching quality teaching management to become an important part of the work. Since then launched construction of China's tertiary education sector, undergraduate teaching quality guarantee system boom. However, the University is committed to building the high level of protectionSystem in the process of pilot institutions are to ensure the quality of undergraduate teaching in the actual operation of a lot of problems. (Such as poor organization, structure, rigid, teacher-student enrollment consciousness, to monitor the replacement security and other issues.) So how to improve our research universities teaching quality assurance system has been put on the agenda.To address the above problems, this paper theory and management in higher education under the guidance of thought, analysis of popular education in the context of impact factors of the quality of undergraduate teaching in China, pointed out that research universities in the construction of our undergraduate teaching quality assurance system existing in problem, described the root causes of these problems and influencing factors. Address the issues raised then, some tentative suggestions for improvement. Specifically, this thesis is divided into four parts: the first is the quality and the quality of higher education, higher education quality assurance system, and explain the concept; the second part,Analysis of the Research University Teaching Quality problems and influencing factors; the third part, in-depth analysis of the current research of our university's undergraduate teaching quality assurance system problems and causes; the fourth part, propose solutions to the problem recommendations.
