With the continuing advancement of the curriculum reformation of basic education, the importance of curriculum resources gradually emerge, curriculum development and utilization of resources have gradually been of concern to all sectors of society. The abundance of curriculum resources and curriculum resource development and utilization level determines the scope and level of curriculum implementation.Primary Science Curriculum is a scientific literacy training courses for the purpose of scientific enlightenment, with open and comprehensive nature, ,and therefore we need to develop and use kinds of resources that exist widely in school, family, society ,nature, network and the media, scientific study of the students will be placed in the broad context. Therefore, the development and utilization of curriculum resources about the primary science is a subject worthy of study.In this study, questionnaires and interviews were used for primary school science curriculum resource development and utilization of the current status of in-depth investigations and studies to find out the problems, which also combined with curriculum resources, curriculum exploitation of natural resources related to the theory of the causes of the problems in analysis, and on this basis to explore the primary school science curriculum resource development and utilization of strategies. Three main major problems of the elementary science curriculum resource development and utilization: a shortage of primary school science curriculum resources; once been developed science curriculum in primary school have not been fully utilized; the ignorance of the teachers in curriculum resource development and utilization. The major causes of problems are: the status of primary school science curriculum has not been valued; lack of awareness of the curriculum resources in primary and secondary school; the lack of investment Government's in education, imperfections in policies, systems and other external support systems. In this paper, strategies for primary school science curriculum resource development and utilization will be put forward, as well as the establishment and improvement of primary school science curriculum resource development and utilization of the security system, fully development and utilization of the school curriculum resources, and actively development and use school curriculum resources.
