The author who works as an education administration worker, for many years, in working practice, deeply feel that the flow of primary and secondary school teachers exist in a state of disorder and the related problems arise school , family, and social adverse effects. In particular, the rapid development in education today, the disorderly flow of teachers has been a serious breach of the principle of equity of education, hindered the balanced development of education to the healthy development of basic education and have a negative impact. Jilin City where I teach because the flow of disorder, to the teachers themselves, students, schools and even basic education in Jilin caused great difficulties, I am interested in working on the establishment of mechanisms for rational and orderly flow of teachers, and have already carried on the preliminary exploration in the practical work practice.Through this article which describes the situation of the disorderly flow of teachers to elaborate the necessity for rational and orderly flow mechanism; Unifies the numerous scholar experts'research results of this question, explore the rational and orderly flow strategy to coincide the situation of Jilin.In the research process, first of all, the author paid a visit to the demonstration school, the key school, the ordinary school, the weak school and so on, these 21 schools can represent the school of Jilin. And also with the help of my friends, a questionnaire survey was carried out on outside the five counties of Jilin on the Internet. I investigate some educational administration officials, some headmasters, some teachers and some students who are the victims of the disorderly flow of teachers. The school category involves the junior middle school, the high school. Understand the movement that reflects the status of teachers in Jilin and valid data;then, the author based on educational equity theory, the goal consistent theory, the hierarchy of needs theory, theory of balanced development of education and other related theoretical research analysis, summarized in operational problem-improving strategies.Through more than one year investigation, the research summed up the disorderly flow of Jilin teacher status, analyze its reason, as well as the adverse effect of this kind of disorderly flowing to establish six strategies to set up a reasonable and orderly flow of the teachers.
