Education is the footstone of building a harmonious society, it is the way of alent cultivation and it is the foundation of national development."Important Project, Education For This" has always been led into the statecraft in the past dynasties, only by insisting on developing education first, we can support talent intelligence for social and economic development better. The development of education, teachers are the key. If there are no qualified teachers, it is impossible to have no high quality education. While balanced allocation of teachers is to achieve the premise and the important guarantee of balanced development of compulsory education. In recent years, with the establishment of the socialistic market economy system and the implementation of the "Teachers Law", the continuous practice of teachers’employment system and teachers’ qualification system, teachers’flow has become a common phenomenon. Teachers misallocation has become one of the main obstacles to achieve development of compulsory education balanced, therefore, to study and solve balanced allocation of teachers in the compulsory education stage, to promote the rational and orderly flow of teachers of primary and secondary school in areas become one of the keys of the current education reform and development. In2005, the ministry of education issued "about further advance the several opinions of balanced development of compulsory education", which required that each area should focus on the promotion of district, priority solve problems of the development of compulsory education balanced in the county, and on this basis to push on gradually in a larger scope. While foundation conditions in Southwest are relatively poor and development of economic and social is relatively backward, it has more demand for education development, education development is not balanced in the teachers’ flow area. As an important province in the southwest Sichuan, it has a huge demand of education development, Sichuan hilly region is as an important part of Sichuan, it is a population centre in Sichuan, and it is also the main demand of education, its geographical and economic and social characteristics have certain representativeness in the Southwest.Therefore, this paper first explains the importance of education of Sichuan hilly area development, analyzes research situation of the teacher flow at home and abroad. In order to further understand the characteristics of teacher flow in the area of and its influence, this article selects Neijiang as a case, analyzes the regional distribution of teachers and many characteristics, more combination authority data in recent years made the thorough analysis, further illustrate many problems aused due to the unreasonable flow of a large number of teachers in the region. To dig deep to find the reasons, through this article analyzes existing problems, the combination some data with Neijiang economic and social development, carried on the thorough analysis. It is concluded the reasons about the regional wages, regional environment, school management, system status; its foundation, its value reason and so on. Combined with existing problems, this article attempts from the perspective of economic and social development, the plan as a whole under the background of urban and rural and urbanization development, and put forward the overall strategic implementation of urban and rural areas as a whole, focus on narrowing the difference between urban and rural areas; innovate the work mechanism of the teachers flow management; some countermeasures to create new urban and rural teachers in the hilly region, only in this way they can better promote rational and orderly flow of teachers in the region, further realize the education balanced development in the region.
