The economic globalization has promoted the internationalization of education. Along with the advancement of China's educating internationalization, the Sino-foreign cooperating colleges came into being and have been in vigorous. Sino-foreign cooperation in running collages is conducive to China's introduction of foreign high-quality educational resources, to speed up the process of reform and opening up, to narrowing the gap between developed countries and China in the field of education.Sino-foreign cooperated colleges in Shandong began in the 1990s, a new thing after the reform and opening up in the field of education. Shandong, as a Chinese cultural province, relying on good and rich historical and cultural resources and over ten-year rapid development in running Sino-foreign cooperating colleges, has made gratifying achievements. However, there still exist many problems in the practice of running the Sino-foreign cooperating colleges in Shandong, which are affecting its further development. Therefore, identifying the constraints issues which are affecting the development of Shandong's Sino-foreign cooperation in running colleges and selecting a new model which is appropriating the characteristics of it have the great significance in further promoting the sustainable development of it.This study firstly described the purpose and significance, the research situation and methods. It also defined the core concepts that covered in the text. Secondly, it reviewed the fifteen-year-development of the Sino-foreign cooperation in running colleges in Shandong, summing up their characteristics and conducting the deep analysis in its motivation. Then it presented the current problems in running the Sino-foreign colleges in Shandong, and further analyzed the constraints of Shandong Sino-foreign cooperation in running schools.Based on the analysis above, the paper focused on trying to select the model which appropriated Shandong'characteristics relying on the development advantages of Shandong. The paper put forward the formation of academic education-oriented model of cooperative education, and analyzed the advantages of the double-campus, the cause of choosing the introductive cooperation, the need for planned recruitment and other important related issues. Finally, based on predicting the development trend of Shandong's Sino-foreign cooperation in running colleges, it proposed the persistence in protecting the national productive sovereignty on the response to further promote the sustainable development of Shandong Sino-foreign cooperation in running colleges. It also put forward the idea about promoting the government's reform in the management system, optimizing the environment of running schools, adhering to the direction of cooperation in running colleges between the high schools, making the concision about running schools, establishing a strict examination system of educational qualifications and a practical quality assessment system, the five countermeasures and proposals in all.
