In 1986, the German sociologist Ulrich·Beck used the "risk society" for the first time to describe today's society which is full of risks and proposed "the Risk Society Theory" in its German version book of "Risk Society". Then the British mad cow disease, "9·11" terrorist attacks, SARS epidemic and avian flu crisis occurred continuously, which made "the Risk Social Theory" to become the research focus of the academics at home and abroad. Ulrich·Beck's " the Risk Society Theory "Pointed out that "within modernity of modern industrial society which emerged from the traditional industrial society is taking place a break, modernity moving from the classical contours of industrial society is producing a new form of-(industrial)'risk society'." Further he pointed out the risk society's two prominent characteristics:First, the human uncertainty logic of continuous spreading; second, cause the existing social structures,systems and relationships to be more complex, divided and accidental. Therefore, risk society is the result of modernization itself. Beck's theoretical model on the risk society reflects Western sociologists'response strategy of the social reality, namely to build a new theoretical perspective for analyzing Western societies'contemporary reality. In Beck's view, as globalization progressing, the world is becoming increasingly closely together, extended to form a global risk society. In such a global risk society, the characteristics of the risk society has been acknowledged and recognized widely by more and more people. Globalization has greatly increased the source and transmission of the risks, amplified the influences and potential consequences of the risks, which make the traditional risk administration model taking Nation-State as the main far from being able to meet the administration requirements of the world risk society. For the high complexity and high danger of the global risk society, Beck proposed a "two-way co-operation risk administration model", that is, the risk administration main can no longer be as only individual national governments to undertake in the past. In the global risk society, the risk administration main should include government, enterprises, communities, non-profit organizations, and construct a common risk administration networking and trust relationships between them, establish a nation's internal platform of resources, information exchange and complementary, break through boundaries between the various nations to establish an international network of risk administration and international trust platform,for the establish risk administration mechanisms for international cooperation, thus make it possible to mobilize all social forces and international forces fully to face the possible challenges of future risk society.At present, it is a critical period that our country transfers from a traditional agricultural country into a modern industrial nation. In this transformation process, the community will inevitably face more uncertain factors and unexpected risks than the past eras, a number of social risks of the traditional agricultural society and modern industrial society will be exist simultaneously, and may give rise to new social risks with the composite characteristics. This unique twofold risk of the transition period makes our risk administration system with the single-governance main expose more and more problems, in the process of risk administration this system was often passive or unable to cope with, such as the instability of social relations, the lack of institutionalized protection, collapse of the shared values, no complete legal system, the dissolution of the social life unit after the units disintegration, community strength weakness, lack of channels of the rights protection and the cost of rights protection, the absence of organized interest representatives. Although in the transition period, the social risks have its inherent natural, that is the transition period itself is a risk-eruption period, which every society in transition may encounter, the vast majority of the risks are contact to the situation of China, for example, China's large and density population, low literacy levels, the poor scientific quality, which would make people be misled and make non-rational behavior to death, when faced the risk. The Socialist Market Economy is not complete yet, Civil Society is still in formation with many defects, which will directly produce or give rise to new risks easily; Although the country has some authority in the mobilization of resources,integrating social and normative market, the irrational administration structure and excessive concentration of power is not conducive to spread the risk and undertake the risk responsibility and so on. How to deal with such social issues because of social transformation, a crucial period of modernization and the historical background of globalization, and many other factors that may have triggered risks? It has become a very urgent need, that is, establish a forward-looking and flexible risk administration mechanism in order to avoid risks, reduce harm the risks produce for the better, promote the smooth progress of Socialism with Chinese characteristics from system.In this paper, Author take the San Lu Scandal as an case, from which the current status s of China's risk social were separated, analysis this important practical subject problem of lack of administration mains from the whole process of our government administrated the risk case. Further analyze the main reasons for the lack of the main of risk administration, and reference to Beck's "Risk Society Theory", analyze the risk-administration mechanism should be how to improve from the perspective of risk administration main, and put forward the Multiple—mains administration Model,that is, the administration mains should be consist of government, non-governmental organizations, enterprises, the multi-media and individuals in the administration process of social risk. This model calls for Government to change the previous self-centered concept of risk administration, to play its guide, coordinator and collaborators functions in the process of risk administration, while enhance the non-governmental organizations' consciousness to participate in administration, strengthen the responsibility of enterprises, enhance the intensity of the media, heighten the individual administration awareness of the citizens, Multiple—mains co-operate and co-administrate.
