The rural vocational education is the important transient stage for the rural young workforce experiencing from compulsory education to the employment in the labor market, which implements the professional skill training while the rural surplus labors transfer to non-agricultural industries. In the meantime, the rural vocational education is the important composition for realizing the life-long education in the rural areas. The rural vocational education has close relations with the economic and social development in the rural areas, and plays a very important role in solving issues concerning"agriculture, rural areas and famers", also in planning as a whole the urban and rural development reform.Under the background of the experimental reforms in urban and rural area of Chongqing, viewing from the transfer of rural surplus labors, this paper analyzes the role of rural vocational education in enhancing the comprehensive quality of workforce, promoting the rural surplus labors'transfer to non-agricultural industries. On basis of the theory of manpower capital and the theory of dual economical structure, the paper probes into the problems existing in the development of rural vocational education of Chongqing, and finds out the appropriate measures to develop the rural vocational education in Chongqing. Through data studies, questionnaire survey, interview and comparative study, the paper makes the detailed investigation into the rural vocational education of Chongqing.The paper consists of four chapters. Of these, in Chapter one, we define the special terms such as Rural Vocational Education and Rural Surplus Workforce, and elaborate the research target, research significance and research methods in the paper. Chapter two summarizes the theories concerning the rural vocational education and the transference of the surplus workforce. Taking Chongqing as an example, Chapter two analyses the relevancy between the transfer of rural workforce and the rural vocational education. In Chapter three, facing with the current situations and problems occurred on the development of Chongqing rural vocational education, this Chapter investigates into the key reasons why the development of rural vocational education in Chongqing has been constrained. Drawing on the experiences of the developed countries developing the rural vocational education, Chapter Four gives the conclusion on the development of the rural vocational education in Chongqing. Combining with the current situations in Chongqing, Chapter Five puts forward the feasible and concrete measures to develop the rural vocational education in Chongqing. I.e. at macro level, the local government shall strengthen the support and overall management on the rural vocational education, speed up the reforms of supporting policies, and improving the rural vocational education guideline, system and mechanism. At micro level, the paper presents the feasible proposal on the education contents, education management, professional skill training, the construction of teacher talents and the employment service system to build up the rural vocational education model with Chongqing's characteristics.
