In China, small and medium private enterprises play an important role in boosting competition in the market, increasing employment opportunities, making life easier for the people, promoting technological innovation, furthering economic development and maintaining social stability, etc. The number of such enterprises is very large, and they also have made valuable contributions to the national economic development.In the knowledge economic era, knowledge and skills are the core competencies of the enterprises, talented persons have the key knowledge and skills of the enterprises, and they are also the key creator in creating enterprise values, the cornerstone for the enterprises getting competitive advantages. However, with the increasing competition between enterprises, the brain drain phenomena has become more and more protruding, how to effectively retain them has become a troubled problem for all the enterprises, esp. for small and medium enterprises, this is more critical. The brain drain has seriously influenced the normal operation of the enterprises. Therefore, only to find the affecting factors of the brain drain, to take measures from the perspective of human resources management, we can really solve the problem.In this paper, from the perspective of the brain drain theory and the theory of encouragement, combining the theoretical analysis and empirical studies together, taking Ningbo A company as a specific case, with the employment mechanism in this company, analyzing the reasons and existed problems of the brain drain in this company, it finally determines the fundamental causes of the brain drain in this company. Based on the analysis, with the deficiency in encouragement mechanism, if it fails to take effective measures to retain the talents, the problem will be more and more serious, and it will affect the long-term development of enterprises. Finally, integrating the reality in enterprises, and learning the employment system in the enterprises of the United States and Japan, this paper redesigns the evaluation and payment systems, enhances the training for employees and the enterprise culture building, and it offers some controlling countermeasures for the Ningbo A company to solve the brain drain problems. Then, with an overall analysis of small and medium private enterprises, combining the distinguishing features of the employees groups and their flow regular pattern in such private enterprises, taking 20 small and medium private enterprises in Ningbo City for the survey, with the questionnaire, it analyzes the affecting factors of the brain drain. Then, from the perspective of team building, completing encouragement mechanisms, establishing an effective communication mechanism, and the enterprise culture building etc, the paper presents human resources management strategy in small and medium private enterprises.The purpose of this paper is to offer a good human resource management platform for small and medium private enterprises to further develop, enhance the cohesion of the enterprises, reduce the rate of brain drain, retain the outstanding talents, and ensure the sustained and healthy development.
