Along with the deepening of economic reform, China has basically changed from the planned economy system to market economy system. In this process, labor relations have also undergone tremendous changes. Seventeenth National Congress of the Communist Party of China defines the harmonious labor relation as the foundation of harmonious society and harmonious labor relation has been paid more attention to and this is also the reason why choosing this topic.Based on the specific disharmonious phenomena of labor relations in the construction of harmonious society in the new century and the new stage of labor relations of Lishui characteristics and private enterprise, from review of relevant theories and the labor relationship model, through the labor relationship properties, connotation, levels and types of such general principle, and the analysis of three periods of labor relations, the paper think harmonious labor relation has the new epoch connotation in this new era, the essence of harmonious labor relations have the same interests with the subjects of Labor Relation, and both them can seek common development, form the harmonious labor relations and stable system, which can healthy and orderly balance the operation of the labor relations.On the analysis of the connotation of the harmonious labor relations, and the basis of the model of labor relations In the western developed countries, this paper analyzed the characteristics of private enterprise of labor relations and the necessity of constructing the harmonious labor relations, put forward the China private enterprises harmonious labor relations theory, and discusses the harmonious labor relations goal model of operation mechanism. which is based on several aspects such as the target modes of operation mode, system guarantee and governance modeThen through an empirical analysis of Lishui, the paper think private enterprise of labor relationship problems is objective existence. So the paper propose t harmonious labor relations through the analysis of the causes: firstly, The government should play a key role in constructing the harmonious labor relations in regulation; Secondly, enterprises should play the self-regulation function to promote the development of harmonious labor relations; Thirdly, labors shall cooperate actively constructing harmonious labor relations. Only based on the working together of government, enterprises, laborers, the harmonious labor relations can achieve.
