Research On Rural Drinking Water Safety In The Jianghan Plain Based On Management Of Water Resources

Cleaning, safety drinking water plays an important role in human's healthy, enjoying access to safe, sufficient drinking water is basic right of every citizen. However, the problem of drinking water for rural residents in large-scale rural areas is always a difficulty, for implementing project of National Rural Water Supply in rural areas which start at 1970s and 1980s, the problem of rural drinking water difficulty had been resolved, after that, new problem of falling short of water quality, drinking water safety appeared, statistic show that over 360million rural population has no access to safe drinking water. The advantage of abundant water resources in the Jianghan plain makes it as a state commercial grain base. However, the problem of rural drinking water safety in this region is also severe. Entering into new century, central government regards the problem of rural drinking water safety as one of important projects in building communist new country stratagem, and places it on the 'Eleventh Five-year Plan'. Researching on this issue is material requirements both implanting a scientific outlook on development and building communist new country, and realistic requirements both achieving sustainable development in the Jianghan plain and intensifying development of state commercial grain base. On this background, article bases on water resources management, and author choose 11 counties in the Jianghan plain as stylebook, both theory analysis and investigating on the spot, analyzing course and actuality of drinking water development, coverage of tap water, coverage of drinking water meets safe standards, and put forward efficient amse and root cause for low coverage of drinking water safety in the Jianghan plain, efficient amse reveals that water quality can not meet sanitation standards, water environment suffered polluted, root cause is lacking of canonical system, clear mechanism of water resources management, and weakness of supervision in rural areas. Based on analyzing root cause of low coverage of drinking water safety, author put forward building a management system of water resources faced on rural drinking water safety as a conclusion.
