Drinking water safety is a matter of national security and people’s physical and mental health. Compared with the unified mode of water supply and strict supervision of the safety of drinking water in city, the supervision of the safety of drinking water in rural is weak, the problem of water pollution is more serious, leading to lasting damage to the life and health of rural residents.In recent years, the Chinese government attaches great importance to rural drinking water safety issues, and increase financial investment in rural water supply network transformation substantially, easing the plight of rural drinking water safety in a certain extent. However, restricted by the scale of fiscal expenditure, the rural geographic and topographic factors and the cost of water supply and other issues, many rural areas are still not included in the water supply pipe network system, so they can only rely on the natural water source. These drinking water safety issues in the rural areas that have not been included in the water supply pipe network are still the weak link of national drinking water safety management. In places where state power cannot be effectively covered, how to innovate the rural drinking water safety management mode, and how to make up for lack of the state governance through self-governance is a problem worthy of studying.Based on the case and the literature research, this paper found that Chinese traditional rural drinking water safety management mode is a kind of independent and effective governance mode, which ensure the water quality safety and water supply orderly in rural. However, since the reform and opening up, the rural society has undergone great changes with the extension of state power penetration and market forces, and the social capitals which are support for self-governance continue to be eroded, which leads to the failure of traditional self-governance model. The national power and market forces have all failed to solve the problem of rural drinking water safety. Based on the case study, this paper believes that we can learn from self-governance experience of traditional drinking water safety in rural areas, so the national can support the rural areas in aspects such as the system, capital, technology, platform, management team, ideology and so on, and the rural interior can implement new self-governance through following measures such as formulate rural drinking water safety norms, the establishment of set up the drinking water safety, implement grade sanctions if someone against the drinking water safety norms, optimize self-governance system and allow supervisors to be in power.
