Sustainable and long-term core capabilities are necessary for enterprises to stand out in fierce competition. Besides the factors of capital and technologies, the competitiveness of the working force is critical to core capabilities of any enterprise. So the design of a training system for the working force and its application are of strategic importance to the development of an enterprise.Nowadays, there are still many deficiencies emerging when designing training system for domestic enterprises, particularly those for multi-regional mega-enterprises. With researches on the attributes of the five-step process of training for enterprises, this study divides the whole process into five stages, namely none-at-all, training without plans, urgent demands for training, a training system and building of a learning organization. From the whole perspective, training systems of domestic enterprises lack the formal structure. This study also focuses on the environment and application system required when implicating the training system. Upon researches, the study argues that during the stage of the forming of a formal training system and the acquirement of necessary equipments, one of the most important symbols is the completion of an integrative training system.In the study, it states that the training system of an enterprise is made of four parts: the organizational guarantee, the acquirement of resource for training, the construction of trainer pool and the pledge to the mechanism and the construction of the training procedure and mechanism. This training system should cover the entire important components key to the training of an enterprise.This study also examines that for those multi-regional enterprises, due to their huge scale, covering different areas, difference of corporate culture and standards, imbalance of training resource, distinctive attributes of the training system should be paid more attention. Thus e-learning, training via the internet and the construction of the company training center become a must. Based on the author's participation of the construction of online training system for Company A and development process of training centers in overseas enterprises, the study comes up with practical solutions to the problems facing the enterprises which are in urgent need for the construction of a training center.
