In 21st century, Knowledge Economy occupy the dominant position in the global economy. High-tech industries has been the impetus of the economic growth and the key indicators of the comprehensive national strength. As the macro-module of the high-tech industries, high-tech enterprises contribute greatly to not only the incubation of the new industries but also active the regional economy. Besides these aspects, among the high-tech industries, high-tech SMEs accounted for a large proportion and has developed very well. Recently, high-tech SMEs plays a very important role in economic development of the world.With the development of the economy, not only conventional industry has been changed its style, but great number of knowledge workers has been appeared. As one of the greatest important types of workers, knowledge workers do vital influence to modern high-tech corporations ,especially to high-tech SMEs. In China, high-tech SMEs in our country has only a history of 10 years. So, high-tech SMEs in our country appeared comparatively later than those in the developed countries. Because of its short history, the experience of management is very poor. Many high-tech SMEs was in a position in great need of management theory. As a result, it is very essential to manage the knowledge workers effectively in high-tech SMEs so that they can try their best in working.The theory of this article lies in a background of the rapid development of global economy. And based on the research and the theory of Chinese and foreign countries. The intention of this article is to improve the competing power and change the management mode of the high-tech SMEs in our country. At first, I retrospect and summarize the conception and the theory of high-tech SMEs. In the second chapter is the analysis of the knowledge workers including the character of them and their workers. The third chapter is the theory that based on the questionnaire the factors knowledge workers need. Then in the fourth chapter is the plan to settle the question that how to manage the knowledge workers effectively in the high-tech SMEs. The fifth chapter is the summary, its content is the verification of the above theory by the example of china mobile corporation of yantai.
