At the ages of the knowledge economy, the person is not a kind of" tool" any further, but it is the most important and live resources that a kind of group needs to training develop initiative. Currently, the tobacco group is surrounding big market, big group, big brand target to reform and reorganization deeply, only valuing the human resource training development, the tobacco group can keep on, stabilize and develop , and provided the assurance of the powerful talented person and the intelligence supports healthily .First ,this paper discuss the present condition of the national macroscopic policy environment and the tobacco group, knowing the necessity of carry on the human resource training development. Second , the paper deeply analyzes the existent problem and reasons of tobacco group about the human resource training development. and analyzes the important of the human resource training, useing of the person originally manage theories, the human resource invest theories and the study theories etc,to analyzes the importance of the tobacco group carrying on the human resource training development. How to carry on the human resource training development? it include four aspects, seting up learning organization as foundation, establishmenting training development system as corpus, establishmenting training the management system and IS010015 training quantity standard as guarantee, convering the result of training develop as key, to insure the result of human resource invest maximize originally, to protects and increase value of human resource, to complete the strategic target of the group. Finally , the author use the actual case to argument it is possibility that the tobacco group implement human resource training development.This paper discuss the necessity, importance and possibilities of the tobacco group human resource training development.The training development is no longer consume, but a kind of investment activity, to pursue the result of invest. The training development not only is a department of human resource's work only, is also the work of each unit of all group, it is strategic management of the service complete group.The training development not only wants to pay attention to the culture, contents and the system levels construction only, but also needs to pay attention to lead into the IS010015 training quantity standard as guarantee.It is important that these draw lessons value will keep on developing the state group.
