In 1995 IGBP (International Geosphere Biosphere Program IGBP) and HDP (humanity research plan that the international global environment changes) brought forward the plan studying the change of land utilization and land are covered. And then the plan has become the forward position and hot spot that the whole world change studies. With a lot of sustainable development strategy problem, future years ,land utilization covers the effect will be far exceed climate change by the impact of change over the whole world ecosystem , healthy, better-off degree of human being within 20—50. That land utilization land covers change is the be most close outcome crossing with humanity process naturally. As a result it is one of point of penetration and breach that sustainable development studies.Since the 1990s, the economy has developed rapidly in Wuhan City, the rapidly expanding urban area, not only occupy a lot of arable land, building, Lake in Wuhan City of sharp decline, thus Wuhan city flood control storage capacity decline ,The small climate Has changed. 1998 summer floods on the Yangtze River in Wuhan City, makes Hong waterlogging, the number of urban water, some roads inundated, vehicles impassable, and some water plants, shops closed; suburb of serious waterlogging, vegetables, fruits were flooded Dead and caused huge economic losses, and Shahu, East Lake, and so reduce the size of area lakes, Lake flood storage capacity is inseparable from the decline. Therefore, real-time, accurate and rapid monitoring of Wuhan City, various types of land resources changes, especially changes in the waters of the Wuhan City's long-term development planning has a direct practical significance.This thesis has analyzed Wu Han City land utilization structure evolution and the relative changes on water environmental, according the statistical data of The Wu Han City land utilization in 1989—2004. And this thesis has brought forward the measures that protect Wu Han City water environment so that can provide the certain science basis to our city construction.The thesis has six parts. Part I includes the background mark, the home and abroad research progresses, the study purpose and the significance. Part II explains the major component narrating relevance theory. Part III analyses Wu Han City land utilization change and their developing trend. Part IV analyses the driving force factor of Wu Han City land utilization changes. Part V analyses the impact of Wu Han City land utilization change over wave environment. Part VI brings forward the measures to provide wave environmental resulted from regulating and controlling to land .
