In this era of change, the fast-changing global market, the rapid development of information technology, thrive of e-commerce, the increasingly blurred boundaries of industry and enterprise, the changing customer expectations, and so on, so that the business environment has undergone fundamental changes, with obvious complexity and dynamic. Stable market has been ceased to exist, companies can no longer follow the traditional practice of the progressive implementation of the strategic program as in the past. Enterprises are always in the regular changes because of the exacerbated uncertainties of environment. The changes of environment will inevitably lead to changes in corporate strategic thinking. Dynamic response strategy has become the trend of the times. How to rapidly identify, configure and apply new resources and how to build a new core competence to deal with the complex dynamics of the competitive environment have become a key issue for enterprises. This brings forward a real demand of research on strategic countermeasure ability of enterprises under complex dynamic environment. As an important carrier of economic development in our nation, high-tech enterprises are the most important driving force to obtain long-term competitive advantage for a country and are the main driving device for sustainable socio-economic growth. Today, high-tech competition has entered the era of globalization; the complexity and dynamic of the business environment have reached to an unprecedented degree. How to properly operate the process of strategic countermeasure and reduce the contingency in this process and the control of some of the key factors or process has become a very important issue that high-tech enterprises concerned about.Therefore, this thesis adopts qualitative and quantitative methods. On the basis of data consultation and literature research, we probed into strategic countermeasure ability of high-tech enterprises under the complex and dynamic environment. We put forward an evaluation index system of Strategic countermeasure ability. Then we use empirical research to analyze this evaluation index system; use the AHP model to conduct evaluation factors, and gave a comprehensive evaluation. Finally, based on previous theoretical and empirical studies, we gave some recommendations. The study provided a reference for managers or decision-makers in high-tech enterprises and other enterprises. This thesis consists of seven parts. The introduction part mainly discusses the purpose, significance and general review of the research all over the world. The second chapter introduces the theory basis of the paper, including the resource-based theory, organizational learning theory and dynamic competence theory. In chapter three, the conception related to high-tech enterprise, features and theory of complex dynamic environment are expatiated. The evaluation index system of this paper was discussed in chapter four and the analysis method of the evaluation index system is also discussed. In Chapter five, with the data acquired from questionnaire investigation, AHP model is used to conduct evaluation factors, and a comprehensive evaluation is proposed. Based on the research work and theory discussed in previous chapters, some suggestions are put forward to improve the strategic countermeasure ability in complex and dynamic environment. Chapter seven gives the summary of the thesis, and also discusses about the limitation of this thesis which can be utilized as issue for further research.
