Research On Rural Human Resources Development Of Chongqing In Balancing Urban And Rural Development

Now and next long time, balancing urban and rural development is the main line of Chongqing's reformation and development. The human resources development to balance urban and rural development always the natural disposition to affect. However rural human resources development is the biggest weak line. So rural human resources development to balance urban and rural development has the positive sense, specially to explore an connotation type development path.From the new angle of view of balancing urban and rural development, This paper research the problem on rural human resources development of Chongqing. On the one hand, from theory and real diagnosis two aspects, this paper has analyzed the reciprocity between balancing urban and rural development and rural human resources development. Here draws two conclusions, One is that balancing urban and rural development need to develop rural human resources, the other is that rural human resources development can support balancing urban and rural development. On the other hand, through correlation the data of two whole city questionnaire surveys In 2007,this paper has further promulgated the resent situation, question and reason about the rural human resources development of two groups in Chongqing. That is the labour transfering from rural to urban or staying in rural. And this view has been put forward that the government must be take more care of the education problems on labour staying in rural, at the same time encouraging the labour transfering from rural to urban. Through enhancing the labour force quality of the two groups, the labour in the urban and rural can obtain the reasonable disposition, the disparity between the urban and rural even more reduces, and balancing urban and rural development can be quicker advanced. Pointing at these problems of rural human resources development in Chongqing, and according to the needs about balancing urban and rural development, this paper also give some advice on the base of the experience in abroad. This paper has put forward the views that 3 principles and 5 measures should be done in the process of rural human resources development.
