The Application Research On Agent Constriction System In The BT Project Of Goverment

With reforming the investment mechanics in China, project managerial models appeared some new changes. According to the State Council's Decision on Investment System Reform, the agent construction system should be implemented in non-profit governmental investment projects. After practicing, the agent construction system began to come non-profit governmental investment projects into effect recently.With the investment scale of public welfare projects expanding in China rapidly, the government must absorb the society capital to accelerate Public welfare projects for lack of capital. Under such occasion, there is a new model, which integrated the agent construction model with BT model.Based on a great amount of the domestic and foreign references, the paper endeavors to clarify the definition of the agent construction system and analyze the current application situation in china and other countries according to the situation in China. By analyzing relation cases, we summarized the valuable experience of the agent construction model and BT model. From the legal system, mechanics, price, crisis control and talents 5 different factors, we analyzed the bottlenecks of agent construction system and raise some relevant suggestions finally.
