As we known, with the developing of economy in our country, the requirement for constructing land is increasing, but the total quantities of land is limited in city, so the agricultural land decreased because their usage is changed. The compensation received by peasants for transferring their farmland is shortage compared with the land transferability proceeds received by government in this situation. At present, many attempts at improving the compensations for the land circulation have been made at some places, especially suburbs in developed cities and the developed coastal regions. Some areas have carried out entirety price and mixed price of land, some place have improved annual output value, and another areas permit farmers to become share-holders with their land-use right. But these methods have only improved the current utility efficiency of land. The problems of distribution of land income have not been solved. Besides that, the gap of income distribution between cities and rural areas is expanded. More and more peasants are working in cities, the farmland circulate between peasants are more and more popular. But the circulation agreements between peasants haven't defined the duty and right. The quantity of land disputes is increased for land's increasing income when the tax for agriculture was canceled. This paper analyzes the background, forms, features and problems of farm land circulation in China, finds out the obstacles and difficulties in system of land circulation, discusses the rights and interests in land circulating, and gives some suggestions combining with the analysis above all such as accelerating the innovation of rural land property rights, enduing farmers with stable anticipation, regulating the distribution of income for the rural land circulation and ascertaining the land price rational when there are transferred and so on, hoping to resolve these obstacles.
