Chemical engineering projects have large investment and long construction period, design multi-standard, high quality, complex construction, engineering and quantity measurement of long time, product price volatility in the market, tight time limit. Specially, the design and construction coincidence, progress, quality , HSE and cost control of the more prominent contradictions. In recent years, China has implemented fully project management system, which has made the construction market in line with international standards. But the theory and practice of construction project management compare with international advanced level six to one. Thus, the combination of the Jilin Petrochemical Company's actual conditions, it is important to carry out effective project management for improving the market competitiveness and management level of chemical enterprise project. Project management is crucial for chemical industry. In this paper, basing 300,000 ton / a high-density polyethylene project, the writer dissertated roundly the establishment on the chemical project system and the progress, quality, cost, security of the four major project management .Aiming at improving the management level of state-owned chemical industry by the strengthening of project management. Thus, research on this paper can be summarized as follows:Introduce the status and main problems of project management for China's large-scale chemical industry and enduce the object of study in this article that the establishment of project system and the progress, quality, cost, security of project management .Basing on building project system framework model, analysed systematically the characteristics of the project sysem and brought forward the project management method of engineering project. Discussing comprehensively the methods and effect factors such as the control of quality,cost, schedule and so on.At the same time ,the writer also pointed out the approach that enhance the management for humans,machines,materials,methods and links to achieve the quality management.By dissertating the progress managent the implementation phase and the practice of engineering , analysed the problems of the progress control of implementation and put forward the specific solutions to delaying the progress.By dissertating the principles of project control, organization and process, put forward the main measures and countermeasures of the invest control in various stages of project construction,as well as some issues to be taken seriously.Summarized the whole text, pointed out the real solution methodsto improve the future project managemeng level that cobmined their own management features with advanced management methods organically for state-owned large and medium-sized enterprises similar to Jilin Petrochemical Company.According to a one-time , uncertainties and high-risk characteristics for chemical engineering projects, the objective of chemical project requires setting up a scientific and rational target system firstly, deploy gradually from top to bottom,and ensure that the project objective put in practice smoothly. Firstly,to establish correct, scientific, realistic, with the feasibility of the project the target system, should carry out the strategic research and risk analysis. Secondly,to obtain the desired effect on controlling objective,should take the appropriate measures such as contract measures, technical measures, economic measures, organizational measures and so on.Based on 300,000 tons /a high-density polyethylene project, this paper dissertated construction of a typical project goals and objectives of the control system from the perspective of practical application. Firstly, discussed methods to establish the target system at the planning stage. Secondly, introduced methods to control the basic project objectives at the implementation stage. For the control of target system, adopted methods that combined initiative with passivity to control the project objectives, implementated dynamic management for the project process to ensure that the overall project objective put in practice smoothly. At the same time, in order to achieve the project objectives ,carried out planing, organizing,directing , coordinating and controling. By improving the efficiency of project management, achieved the overall project objectiv with high quality and efficient and brought the greatest economic and social benefits into play.By analyzing the control methods of various project stages, put forward that the control runs through the entire construction process of the chemical project, which is a system engineering, closely related to all aspects of project construction. The control of objective depends on the control measures of all stages adpoted to a large extent. That requires using project management theory to solve the deep cross and interface problem on design - procurement– construction, minimizing the design changes, establishing and improving project control procedures, working closely ,working out a reasonable investment estimate, selecting the appropriate project management model, limiting design, procurement, construction. Finally, achieve the project objective.
