The Research On Core Competence Strategy Of Chongqing Sci-Tech Parks

The Science and Technology Park is built as a special economic zone for the trend that science and technology plays an increasing role in driving productivity development in the world today. At present, there are many scientific and technological parks in most districts of Chongqing, but they are generally of small scale with low starting level, lack of infrastructure investment, of a lower level in land consolidation use and exert greater pressure on the environment, also with weak industry clusters, low level industry grades and development. Therefore,it is undoubted of great importance for a better and faster promotion of industrialization, that to develop the industrial parks in accordance with the requirement of the scientific concept of development, take a new approach to industrialization to improve the economic, social and ecological benefits, and then how to hold the essential attribute of the scientific and technological parks profoundly and how to cast the continued competitiveness of the Chongqing science parks is the core issue of the next step that must be addressed.Based on this understanding, this paper focuses on casting the core competitiveness, firstly it introduces the group of relevant concepts: competitiveness, core competitiveness, regional core competitiveness, core competitiveness of science parks, with competitiveness theory, national competitiveness, industrial competitiveness theory as the theoretical foundation of the core competitiveness of science parks; it analyzes the formation mechanism of core competitiveness of science parks from four aspects of gathering and diffusion, functional localization, industrial structure and innovation; then it describes the influence factors of the core competitiveness of science parks from hard and soft environment. This dissertation has carried on the comparatively systematic summary of the development of Chongqing science parks, explained the function of science parks strategy in Chongqing urban development and put forward the problems existed in Chongqing science parks: the comprehensive competition is not strong, the growth of the core competitiveness also wants time and they failed to realize connotative development. So in order to improve the core competitiveness of the science parks, we should enhance evaluation research work for the key element and strengthen its core competitiveness'cultivation, the solution is to set up the evaluation index system on government level, regard this as the basis of assessing, construction of science parks; during the research of evaluation index system, the paper elaborates the process and principle of science parks evaluation index system, based on sufficient investigation and related fields at home and abroad set up the evaluation index system of Chongqing science parks from the platform construction, technology innovation, innovative environment, achievement of the park, overseas expanding five respects, determines the weight factors through AHP, according to statistics and analysis of indicators finally this paper proposes the promotion tactics of the core competitiveness of science parks on the basis of theory and practice ,including institutional innovation ,the platform building, industrial cluster, improving talents development and management of science parks.
