With the advent of the Internet economy which is characterized by network and information, enterprises can obtained very cheap and recent knowledge and information. Technology realization of enterprises require the enterprises connect their internal and external network,and keep the transmission of information timely and maintain it effectively, so as to achieve a range of thought,such as make the production and sales to meet, make the firms cooperate, collaborate and outsource and so on. So that technological innovation capability of enterprises also have a new meaning and content under the network environment:On the one hand, The process of enterprises'technological innovation under the network environment is the integration process of organizational information flow, which strongly request the enterprises'technological innovation to ever-changing when the environment changes ,and to ensure that the information flow of the technological innovation'process should keep its nature character. On the other hand, when enterprises respond to the dynamic changes in the network environment, they should focus on building a dynamic ability which based on the information flow.In the network environment, enterprise technology innovation capacity depends more on the target system which reflect the importance of network of environmental factors . Technological innovation capability of enterprises'target system under the network environment is a dynamic multi-level system, so only including the network factors, including environmental impact target system can accurately reflect the level of technological innovation in such a environment. It is a great challenge for both entrepreneurs and scholars,as to how to combine traditional factors and network factors that should be included index system.Based on this analyze,this paper first summarizes the theory of evaluation of enterprises'technological innovation ability from both the theory and practicse point of view.After analysing environmental impact and the status quo analysis of the evaluation index system of enterprises'technological innovation capability, in order to accord with the network environment technological innovation of enterprises in technological innovation of the nodes and between different segments of the inner contact, the paper sets up a more complete technological innovation ability evaluation index system which includes the impact of the network, based on the process of technological innovation. It includes network informational target; innovation devotion capacity target; innovation management capability target; research and development capability target; innovation product capacity target; innovation marketing capability target. In the enterprise evaluation target system of the technological innovation ability, the direct elements which spur to achieve product innovation are the research and development capacity, innovation product capacity and innovation marketing capacity. Innovation devotion capacity and innovation management capabilitiy are the capacity which are able to support the above three factors.And the network information capacity is the basic elements of the technological innovation ability. Based on this analysis, the paper construct a enterprises chart of the technological innovation capability which is based on the process of technological innovation in network environment.Usually, evaluate the methods of enterprises'technological innovation capability are: analytic hierarchy process, fuzzy comprehensive evaluation method, the gray relational grade method, principal component analysis method.These methods have a great influence on subjective factors, and to a large extent dependent on people's experience; its evaluation index system design and measurement aspects is not perfect. Through comparative the advantages and disadvantages of a variety of the current evaluation methods, this paper presents an adaptation to many factors, non-linear and non-deterministic evaluation method: BP neural network evaluation. It points out that BP neural network method adapt to the evaluation of technological innovation capability. In the calculation method, it uses MATLAB Neural Network Toolbox (NNT) for network design and calculation. By studying samples of the training and testing, make the model error to the book's scope.When the medel build up already, the paper give an example of this method and verify its accuracy and maneuverability.
